Mthandeni Mntungwa

Adv. Smanga Sethene

Chair of HCM-REMCO Board Sub Committee


Brings the sharp sense of a legal angle to the Board of PRASA. He is an admitted Advocate of the High Court of South Africa, a member of the Johannesburg Society of Advocates, PABASA, and an accredited Arbitrator by the Arbitration Foundation of Southern Africa (AFSA). He holds Chambers at AFSA JHB Chambers.


He holds a Bachelor of Social Science (Law), Bachelor of Social Science (Hons)[International Relations] and LLB all from the University of Natal.  He obtained a Certificate in Domestic Arbitration from the University of Pretoria. Further, he has a Certificate in Handling the Media from the Advancement of Journalism, attached to WITS University.  


His legal practice experience includes appearing at the Supreme Court of Appeal in Bloemfontein as well as dealing with commercial and criminal litigation matters at the High Court of South Africa. Sethene has also appeared at the High Court of eSwatini, Mbabane. He has also appeared in the Companies Tribunal.


He also has experience in Constitutional Law, Construction Law, Environmental Law, Media Law, Local Government/Municipal Law as well as Procurement Law. Sethene regularly appears at the Labour Court and at the Commission for Conciliation, Mediation and Arbitration and Public Sector Bargaining Council of South Africa.


He has also appeared at the Press Council Appeals Committee and has also acted – in his capacity as an advocate – for the Media Monitoring Africa and the South African National Editors’ Forum. Sethene is passionate about law and communications as seen with his previous role at the Department of Agriculture, Environmental Affairs and Rural Development where held the position of Head of Communications.


His Board Membership experience includes being a board member of Ezemvelo KwaZulu-Natal Wildlife, the Chairperson of the Audit Committee at uMngeni Municipality, a member of Audit Committee at Mbhashe Municipality and an alternate Board Member of the South African Cities Network where he represented the City of Pietermaritzburg, now known as uMsunduzi Municipality.
