Mr. Themba Zulu


Mr. Themba Zulu is no stranger to the transport industry, having conducted research on economic issues around transport matters in the country and the continent as part of CSIR research team and working very closely with National Department of Transport.

Zulu’s areas of expertise lie in policy and strategy development, stakeholder coordination and engagement, research development and project management as well as macroeconomic and statistical analysis.


Zulu is the Chief Director for African Economic Integration at National Treasury where his focus is on policy direction and stakeholder engagement. His main task is to liaise and engage – on behalf of National Treasury – with regional economic bodies in Africa such as the African Union, the Southern African Development Community (SADC) as well as the Southern African Customs Union (SACU).

He has – and continues to even today – played an important role engaging these institutions where he represented and sought to advance South Africa’s  foreign economic and governance policy positions.


Before joining National Treasury, Zulu has worked for the private sector, the Reserve Bank and the Council for Scientific and Industrial Research. At National Treasury, he has held various positions ranging from Senior Economist to Director and Acting Deputy Director-General.


Zulu has written extensively on transport and the economics of transport. He has a BCom Honours Degree in Economics from the University of South Africa and a BCom Economics Degree Zululand University.
